		<description>Accessibility or inaccessibility of lead-containing component parts of children&#039;s products: only materials that physically degrade or break down should be considered as resulting in accessibility. Accessible parts should be only those that are ingestible, and refer to testing for small parts. use of tools should not be considered in evaluating accessibility. The CPSIA defines accessibility as physical exposure to lead-containing component parts. Based on staff&#039;s review, the Commission preliminarily determines that an accessible component part of a children&#039;s product is one that a child may touch, and an inaccessible component part is one that is located inside the product that a child cannot touch. &lt;br/&gt;&lt;br/&gt;The new safety law does not require resellers to test children’s products in inventory for compliance with the lead limit before they are sold. However, resellers cannot sell children’s products that exceed the lead limit and therefore should avoid products that are likely to have lead content, unless they have testing or other information to indicate the products being sold have less than the new limit. Those resellers that do sell products in violation of the new limits could face civil and/or criminal penalties.</description>

		<description>There seems to be confusion about testing all parts of one part.... say hubs. Or just the shell?&lt;br/&gt;&lt;br/&gt;Also, the question about Feb 10th was not brought up.&lt;br/&gt;&lt;br/&gt;As of Feb 10th, all uncertified product in the USA becomes contraband and should be destroyed.</description>
